Abstract visual effect - Part 2

Apply an Auto contrast to the clouds layer.
Image > Adjustments > Auto Contrast or press Alt+Shift+Ctrl+L

Unlock the background layer, simply double click on the small lock icon, and a New Layer dialogue box will pop up. Press Ok. You can rename this layer to black.

Insert a new layer and rename it to Strokes. this layer will be used to add some brush strokes!

Select the Brush tool from the tool bar menu, and in the options toolbar at the top set the brush size to 3. I have chosen a soft edge brush and set the radius to 3.

Draw a few random strokes as shown the the image. Choosing color is your own preference, I have chosen a golden color to make a glow feel.

Now apply a radial blur(Zoom Blur Method) to the strokes we have just drawn.
Filter > Blur > Radial Blur. This will open up the Radial Blur option box.

Set the Amount to 75, Blur Method to Zoom & Quality to Good.
